Cape Town - Tensions were high outside Parliament as protesting students read a memorandum to Finance Minister Pravin Gordhan on Wednesday.
Gordhan, who is set to deliver his medium-term budget speech later on Wednesday, was surrounded by riot police as he received the students’ memorandum.
Thousands of university students have arrived at Parliament after marching from Cape Penisula of Technology’s Cape Town campus to demand an answer to their call for free tertiary education.
There was heavy police presence in the parliamentary precinct.
